Our Story

New Beginnings Outreach Center was founded on a powerful conviction — that every person deserves a fresh start, a community that welcomes them, and a faith that sustains them through every season of life.

What began as a small gathering of believers has grown into a vibrant, multigenerational church family committed to worship, outreach, and discipleship. Our journey has been marked by God's faithfulness at every turn.

What We Believe

Our beliefs are rooted in the timeless truths of Scripture — the unshakeable foundation upon which every life and ministry is built.

We believe the Bible is the inspired, infallible, and authoritative Word of God — the supreme standard for all faith and practice. Every Scripture is God-breathed and profitable for doctrine, reproof, correction, and instruction in righteousness.

We believe in one God, eternally existing in three persons: Father, Son, and Holy Spirit. Each person is co-equal, co-eternal, and co-existent — one in essence and purpose, yet distinct in person and function.

We believe that salvation is a gift of God's grace, received through faith in Jesus Christ alone. No works of righteousness can earn it — it is the transforming power of God that brings new life, forgiveness, and eternal hope.

We believe in the literal, bodily resurrection of Jesus Christ from the dead. His resurrection confirms His victory over sin and death and guarantees our own resurrection unto eternal life.

We believe in the present-day ministry of the Holy Spirit who indwells, seals, fills, and empowers every believer. The gifts of the Spirit are active today for the edification of the church and the advancement of God's Kingdom.

We believe the Church is the body of Christ — called to worship, fellowship, discipleship, ministry, and evangelism. Every believer is a minister, and the local church is God's primary vehicle for advancing His kingdom on earth.

Pastor Sherman & First Lady Sueleek Watkins of New Beginnings Outreach Center

Pastor & Superintendent, Hampton Roads District

Pastor Sherman J. Watkins

Pastor Sherman J. Watkins was saved at the age of 19 while stationed in Japan, serving in the United States Air Force. He became a Minister in 1986 at Faith Temple Church of God In Christ in Hampton, VA, where he served as Youth President for five years and District Youth President for two years. He was ordained an Elder in 1993 under Bishop L. E. Willis of the 3rd Jurisdiction, VA, and served as Administrative Assistant for two years under Pastor J. C. Fuller at Faith Temple COGIC. He became Pastor of New Beginnings Outreach Center COGIC in 2000, has served as Superintendent since 2024, and currently is the Superintendent of the Hampton Roads District. New Beginnings Outreach Center is under the 2nd Jurisdiction of North Carolina, led by Bishop Stenneth Powell. Pastor Watkins holds a Bachelor's degree in Human Resources from St. Leo College, a Master's degree in Counseling from Hampton University, and a Doctorate in Biblical Exposition from Andersonville Seminary. He has been married to Sueleek Watkins for 40 years (August 2026), and together they are blessed with three beautiful daughters: Candice, Pilanda, and Mercedes. He is currently employed with the DoD Air Force as a Transition Services Manager.

Evangelist Sueleek Watkins

Evangelist Sueleek Watkins is a native of Newark, New Jersey. She accepted the Lord Jesus Christ as her personal Savior at the age of 20 while attending Hampton University in Hampton, Virginia. After joining Faith Temple Church of God In Christ, she immediately got involved in ministry — Street Ministry, hospitals, Sunday School teacher for nursery and college students, Praise Team, Choir, Drama Team, and Hospitality — and conducted a College Career Day for high school students. While working for the Lord, God chose to send her a mate, Pastor Sherman Watkins; they later married, and she graduated as a professional Accountant in 1986 from Hampton University. They were blessed with three beautiful and talented children: Candice, Pilanda, and Mercedes. In 1995 she accepted her calling to the ministry and continues to accept speaking engagements for different functions. She is currently an Auditor with the DoD Army and has completed her Master's Degree in Business Administration at Saint Leo University. She serves as District Missionary of the Hampton Roads District, First Lady of New Beginnings Outreach Center COGIC, and Adult Sunday School & Bible Band Teacher.
