New Beginnings Outreach Center was founded on a powerful conviction — that every person deserves a fresh start, a community that welcomes them, and a faith that sustains them through every season of life.
What began as a small gathering of believers has grown into a vibrant, multigenerational church family committed to worship, outreach, and discipleship. Our journey has been marked by God's faithfulness at every turn.
New Beginnings Outreach Center is established with a founding vision to reach the lost, heal the broken, and equip the saints.
The congregation grows rapidly as the message of hope and restoration spreads throughout the community and surrounding regions.
NBOC stands as a beacon of light — with vibrant ministries, outreach programs, and a growing digital presence reaching thousands.
Our beliefs are rooted in the timeless truths of Scripture — the unshakeable foundation upon which every life and ministry is built.
We believe the Bible is the inspired, infallible, and authoritative Word of God — the supreme standard for all faith and practice. Every Scripture is God-breathed and profitable for doctrine, reproof, correction, and instruction in righteousness.
We believe in one God, eternally existing in three persons: Father, Son, and Holy Spirit. Each person is co-equal, co-eternal, and co-existent — one in essence and purpose, yet distinct in person and function.
We believe that salvation is a gift of God's grace, received through faith in Jesus Christ alone. No works of righteousness can earn it — it is the transforming power of God that brings new life, forgiveness, and eternal hope.
We believe in the literal, bodily resurrection of Jesus Christ from the dead. His resurrection confirms His victory over sin and death and guarantees our own resurrection unto eternal life.
We believe in the present-day ministry of the Holy Spirit who indwells, seals, fills, and empowers every believer. The gifts of the Spirit are active today for the edification of the church and the advancement of God's Kingdom.
We believe the Church is the body of Christ — called to worship, fellowship, discipleship, ministry, and evangelism. Every believer is a minister, and the local church is God's primary vehicle for advancing His kingdom on earth.

Pastor & First Lady
Pastor Sherman J. Watkins has shepherded New Beginnings Outreach Center since 2000 and serves as Superintendent of the Hampton Roads District. Alongside First Lady Evangelist Sueleek Watkins, District Missionary, they lead NBOC with wisdom, love, and a unified vision — to see every life transformed by the power of Christ.
